How a rifle purchase works

You order here and we confirm it with you — no card is taken on the site yet. The rifle then ships to a licensed dealer near you, never to your door, and you complete ATF Form 4473 and the background check in person at that dealer.

Where we can ship

Checkout checks your destination state for magazine, feature, and roster restrictions before it will take the order. Some configurations cannot ship to CA, MA, NY, NJ, HI, WA, IL, CO.

Age requirements

21 to purchase a handgun or handgun ammunition, 18 for long guns. Verified at checkout and again in person by the receiving dealer.

Suppressors and NFA

Sold through an SOT and requiring ATF Form 4, fingerprints, and a $200 stamp. The can stays in our safe until your stamp clears.

A few we were sorry to see leave. Every complete rifle is photographed before it ships and again with the target it shot.

Your order

Where is it?

The reference is on the email we sent when you ordered — it looks like KP‑1059. We ask for the email address too, so that a reference on its own is not enough to read somebody else's order.

Received

That came through.

We have it, and somebody will read it rather than a machine replying to you. If it needs an answer you will get one from a person, usually the same day the shop is open.

Spec your rifle

Pick the parts and the build sheet prices, weighs, and measures the rifle as you go. Nothing here is a purchase — you finish with a quote request, and we talk it through before anyone takes a deposit.

Draft · last reviewed date

Draft for review Anything in gold is a decision or a fact only you can supply. Nothing here has been read by a lawyer.

A firearm cannot be mailed to a house. Federal law routes it through a licensed dealer, who runs the background check and hands it over in person. That dealer can be us, or it can be a shop closer to you — either way the process below is what happens.

Using KLOVR as your receiving dealer

Tell whoever is shipping to send the firearm to us, and tell us it is coming — name, what it is, and who it is from. We send the seller a signed copy of our licence; most sellers want that before they will ship. Do not have anything sent without telling us first. A firearm that arrives with no name attached to it is a log-book problem we then have to solve backwards.

Our licence and address are on the contact page, along with hours and the transfer fee.

What it costs

Current transfer and service pricing is on the contact page so there is only one place to keep it correct. The fee is due at pickup, and it is charged per transfer rather than per firearm — several firearms on one Form 4473 on the same day cost less than one at a time.

Picking it up

Bring a state‑issued photo ID with your current address on it. If the address is out of date, bring a second document showing where you live now — list what you accept: utility bill, vehicle registration, hunting licence. Allow twenty minutes for the Form 4473 and the background check. You have to fill the 4473 out yourself, in person, and it has to be you: buying a firearm on behalf of somebody else who is not present is a straw purchase and a federal felony, and we will refuse the sale and keep the paperwork.

Ages are set by federal law: 18 for a long gun, 21 for a handgun. Confirm Wyoming has no stricter age or waiting period you need to state here.

The background check

We submit your information for a background check and get one of three answers. Proceed means you leave with it. Delayed means the check needs more time; federal law lets a dealer transfer after three business days have passed, and our policy is to transfer at day three / wait for a definite proceed — pick one and say so plainly. Denied means we cannot hand it over, and we are not told why. The appeal does not go through us: it goes to FBI NICS or a Wyoming state agency — confirm which one runs checks for Wyoming dealers, since it differs by state and by firearm type.

If you are denied, the firearm does not become ours. We will return it to the sender or ship it to another dealer you name, at your cost. The transfer fee is refundable / non‑refundable.

How long we hold it

We will hold a firearm that has landed for number days at no charge. After that there is a storage charge of amount per day or week. A firearm left more than number days with no contact from you is treated as abandoned, and we will describe what you do — this has legal requirements, check it with counsel.

What we will not accept

  • Anything without a serial number, or with a serial that has been altered.
  • NFA items without approved paperwork already in hand — see below.
  • A handgun for anyone who is not a Wyoming resident. Federal law lets us transfer a handgun only to a resident of our own state; long guns can go to an out‑of‑state resident when both states allow it. Confirm how you want to handle long guns for visitors.
  • Anything we believe is being bought for somebody else, or by anybody we have reason to think cannot legally own it. We do not need to explain a refusal and we do not charge for one.
  • Add anything else you turn away — some shops refuse private out‑of‑state sales, online auction wins, or particular categories.

NFA items

Suppressors, short‑barrelled rifles and anything else under the National Firearms Act are a different process with its own forms, tax stamp and wait. State whether you hold an SOT and can handle NFA transfers at all; if not, say so here and point people elsewhere.

Your own state and city

What is legal here may not be legal where you live, and that is on you to know before you buy. Magazine capacity, barrel length, threaded muzzles, particular features and particular calibres are all restricted somewhere. If we know an item cannot lawfully go to your state we will block it at checkout, but our list is not a legal opinion and it is not a substitute for checking.

Shipping & returns

Draft · last reviewed date

Draft for review The return windows, fees and thresholds in gold are yours to set. A processor will read this page during underwriting, so the refund terms need to be real numbers before you apply.

Two things leave this shop by two different routes. Components, optics and gear go to your door. Anything that is a firearm goes to a licensed dealer, because that is the only way it can go.

Getting your order out

In‑stock orders leave within number business days. We ship carriers and the methods you can choose at checkout are list them. Shipping is free over amount, or say you do not offer it. Complete rifles and custom builds are not stock items — the lead time quoted on the build sheet is the honest one, and we will tell you if it moves.

We do not ship outside the United States, and we do not ship to freight forwarders. Firearms and their parts are export‑controlled; sending one abroad is not a thing we can do as a favour.

Firearms

A firearm ships to the dealer you pick at checkout, not to you, and we need their licence on file before it goes. Once it lands, the process is the same as any other transfer — see FFL transfers. You pay that dealer's transfer fee, not us, unless we are the receiving dealer.

Look it over at the counter before you sign the Form 4473. Refusing it there is easy. Once the transfer is complete you own it, federally, and it can no longer come back to us as a return — only as a warranty claim.

Ammunition

Ammunition goes ground only, never by air, with an adult signature required. It cannot go to every state, and some states need a licence or a permit on file before we can send any at all. Restricted destinations are blocked in the cart. Ammunition is not returnable once it has shipped — we have no way to know how it has been stored, and we will not resell a round we cannot vouch for.

If it arrives damaged, or does not arrive

Look at the box before you open it. If it is crushed, wet or opened, photograph it that way and tell us within number days — a carrier claim without photographs of the packaging usually fails. If tracking says delivered and it is not there, tell us within number days and we will open a claim. Once a firearm has been signed for by the receiving dealer, any shortage or damage has to be reported by that dealer, and quickly.

Returns

Ask us for a return number first. We cannot match an unannounced box to an order, and a return that arrives without one sits in a corner while we work out whose it is.

Components, stocks, gearnumber days, unused, in the original packaging. Restocking fee percentage or none.
Firearms, after transferNot returnable. Warranty only — see warranty.
Firearms, before transferRefuse it at the dealer's counter and it comes back to us. State what you refund and what you keep — you are out the shipping both ways.
Custom buildsBuilt to your spec, so not returnable. Deposit terms are on the build sheet.
Ammunition, primers, powderNot returnable.
Barrels that have been firedNot returnable. A chambered barrel is fitted to one action.
Opticsnumber days if unmounted. Once rings have marked the tube it is a warranty matter for the maker.

Refunds go back the way the money came, within number business days of the return landing and passing inspection. Original shipping is refunded / not refunded. Return shipping is yours unless we sent the wrong thing, in which case it is ours and we will send the label.

Cancelling

Catch us before it ships and we will cancel it, no charge. After a firearm has gone to your dealer, cancelling becomes a return. A custom build can be cancelled up to the point we order the barrel / start cutting — define the point of no return; after that, state what happens to the deposit.

Warranty

Draft · last reviewed date

Draft for review The sub‑MOA guarantee is already advertised on the front page and in the promo bar. It needs a definition before someone tests it — shot count, distance, ammunition, and who is behind the rifle. That is the most important gold marker on this page.

We machine these parts, so we stand behind them. What follows is what that means in practice, and where it stops.

Actions and stocks

Covered against defects in material and workmanship for term — lifetime to the original owner is common at this price; say which. If a receiver, a bolt or a stock fails because of how it was made or what it was made from, we repair it or replace it, our choice, at no charge. This covers the part, not the rifle it was in and not the trip it ruined.

The sub‑MOA guarantee

Every complete rifle we build is proofed before it ships and the target comes in the case. The guarantee is that it will hold group size for a 3 or 5‑shot group at 100 yards, fired with the ammunition it was proofed with, or a named factory match load — this matters, a rifle that shoots half an inch with one load will not with another, from a bench with a rear bag / a bipod and rear bag.

If it will not do that with the load it was proofed with, send it back and we will make it. What we cannot guarantee is a group with handloads, with hunting ammunition, off a pack, in a wind, or after somebody else has been inside it.

Barrels

A barrel is a wear part. It is covered against defects — a bore that is not what it should be, a chamber cut wrong, a thread that is off — but not against being used. Throat erosion, fire cracking and the slow walk of accuracy over a barrel's life are not defects, they are the barrel doing its job until it is finished. Expect round count from a chambering before accuracy starts to go.

What is not covered

  • Normal wear, and cosmetic finish wear. Bronze will mark where a sling rubs and where a rifle rides in a truck.
  • Rust and pitting from not drying it off. Nitride is not a licence to leave it wet.
  • Handloads, reloads, remanufactured ammunition, or anything loaded outside SAAMI pressure. An overpressure round can wreck an action that had nothing wrong with it, and the evidence of it is usually obvious.
  • Obstructions. A squib, a bore full of snow, a cleaning rod left in it.
  • Work done by somebody else — rebarrelling, re‑chambering, lapping lugs, refinishing, drilling anything, or a trigger set by hand below what it was made to do.
  • Parts we did not make. Optics, rings, triggers, muzzle devices and bipods are covered by whoever made them, usually better than we could; we will tell you who to call.
  • A firearm that has been dropped, submerged, dismantled and reassembled wrong, or fired in a way it was never meant to be.

Who the warranty is for

It covers the original purchaser only / transfers with the rifle. Keep your invoice; if there is a serial number, that is enough for us to find it.

Making a claim

Call or write first, and tell us what it is doing. Photographs of the problem and of the target save a round trip. Do not ship a firearm to us before we have told you how. There is a lawful way for you to send your own firearm to a licensee for repair and an unlawful way to put one in the mail, and the difference matters — we will walk you through it.

Turnaround on a warranty repair runs number weeks once it is here. We pay the freight back to you on anything that turns out to be our fault. If it turns out not to be, we will tell you what it needs and what that costs before we touch it.

Legal

Terms of sale

Draft · last reviewed date

Draft for review — needs a lawyer This is a starting point, not advice. The liability, arbitration and governing‑law sections in particular should be read by a Wyoming attorney who knows the firearms trade before this page goes live.

These terms cover buying from KLOVR Precision, online or at the counter. Placing an order means you accept them.

Who can buy

By ordering you are telling us that you are of legal age for what you are buying — 18 for a long gun, 21 for a handgun — that you may lawfully own it where you live, and that you are not prohibited from possessing a firearm under 18 U.S.C. §922(g) or under Wyoming law. You are also telling us it is for you, and not for somebody else who is paying for it or waiting for it.

We can refuse or cancel any order, before or after it is confirmed, and we do not have to say why. If we cancel one you have paid for, you get all of it back.

Orders, prices and stock

An order placed here is an offer to buy, not a completed sale. The sale happens when we confirm it. Until then, prices and availability can be wrong: we build this catalogue by hand, and if something is priced at a number we never meant we will tell you before we take a cent, and you can walk.

While no card processing is connected, keep this paragraph: we take no payment on this website. Sending an order puts it in front of us; we confirm stock, tell you what it comes to, and arrange payment with you directly. Nothing is charged automatically and no card details pass through this site.

How firearms are delivered

Firearms go to a licensed dealer, never to a residence. You choose the dealer at checkout and you are responsible for their fee and for turning up. If a transfer cannot be completed — a denied check, a dealer who will not take it, a state that will not allow it — see shipping and returns for what happens to the money.

Your local law is your responsibility

We block what we know we cannot lawfully send, and that blocking is a convenience, not a legal opinion and not a warranty that your purchase is legal where you are. Capacity limits, feature bans, barrel lengths, threaded muzzles, particular calibres and outright prohibitions vary by state, by county and sometimes by city. Check before you buy. An order we cancel because your jurisdiction forbids it is refunded, less shipping / nothing.

Custom builds

A build sheet is a quote, good for number days. Work starts when we have a deposit of amount or percentage, of which how much is non‑refundable once we order components. Lead times are estimates made in good faith on a one‑man shop's calendar; steel, barrels and finishers all run late sometimes, and we will tell you when they do. Changes after work starts are a new quote. The balance is due before it ships.

Safety, and what we are not liable for

Firearms are dangerous and you take them on knowing that. You are responsible for safe handling, safe storage, keeping them away from anybody who should not have one, and for every round that leaves the muzzle. Read the manual, use the right ammunition, and have anything you are unsure about looked at by a gunsmith.

Except for the warranty, everything is sold as it is, with no other warranty, and no implied warranty of merchantability or fitness for a particular purpose beyond what Wyoming law will not let us disclaim. We are not liable for injury, death, loss or damage arising out of the use, misuse, modification or unlawful possession of anything bought here, and our liability on any claim is capped at what you paid for the item. This cap is exactly the kind of clause that needs a lawyer's eye.

Disputes

These terms are governed by the law of the State of Wyoming, and any dispute belongs in the state or federal courts sitting in county — Park County is the one Cody sits in, but venue is a choice worth making deliberately County, Wyoming. Decide with counsel whether you want binding arbitration and a class‑action waiver here instead; there are real trade‑offs either way.

Changes

We can change these terms. The version that governs your order is the one that was on this page the day you placed it, so the date at the top is the one that counts.

Legal

Privacy

Draft · last reviewed date

Draft for review Written to describe what the site actually does today. If analytics, a payment processor or an email list get added, this page has to change the same day — it is the one page that becomes a lie by omission.

Firearms customers have a particular reason to care who holds a list with their name on it. Here is everything this site collects and everywhere it goes.

What we collect

When you send an order request or a message: your name, email, phone number, the shipping address if it is going to your door, the dealer you chose if it is not, and whatever you type in the box. When you use the dealer finder, your ZIP code goes to our server to look up licensees near it. Our web host records the ordinary request log every web server keeps — IP address, time, page, browser.

We take no card numbers on this site. There is no payment processing connected to it at all, so there is nothing of that kind for us to hold or lose.

What stays in your browser

Your cart, your wishlist and any build you saved are kept in your own browser's storage, on your own device. They are not sent to us and we cannot see them. Clearing your browser data clears them, and they do not follow you to another device. A shared build link carries the specification in the link itself — there is no record of it on our side.

We run no advertising trackers, no third‑party analytics, no pixels and no cookie banner, because there is nothing to consent to.

What we count

We do measure how the site is used, because a shop that cannot tell which pages work is guessing. That measurement is ours — it runs on our own server, into our own database, and no third party is involved at any point.

What gets written down is a short list of things that happened: a page was viewed, a search was run and how many results it returned, a product was looked at, something went into a basket, a checkout step was reached, a rifle specification was configured or shared, an order was sent. Alongside each one we keep the country and state it came from, whether the device was a phone or a computer, and — if you arrived from somewhere else — the name of the site you came from, such as “duckduckgo.com”. Not the address you came from, just the site.

We also record it when the page itself breaks: the error message and the line it came from. That is so a fault reaches us before it reaches you a second time. It carries nothing about you.

What is deliberately not written down, whatever your browser sends us: your IP address, your browser's identifying string, the full address of the page that referred you, your town, and the ZIP code you type into the dealer finder. That last one is the closest thing on this site to a home address and it is never stored — the dealer search records only how many dealers came back.

There is no cookie and no visitor identifier. To count one person's path through checkout as one path rather than four, the page keeps a random value in your browser's tab memory. It is discarded when you close the tab, it never leaves your device except attached to those events, it is never connected to your name, your email or your order, and it cannot be used to recognise you on a later visit or on any other website.

If your browser says not to track you — Global Privacy Control, or the older Do Not Track — we record nothing at all. You do not have to ask us twice, and there is no box to tick.

Federal firearms records

A completed transfer means a Form 4473, and that form is not ours to be relaxed about. Federal law says what goes on it, says we keep it, and says how long — and it says who may inspect it. Those records are kept as the ATF requires and are separate from anything else here. They are never used for marketing, never sold, and never merged with your order history. We do not keep a registry, and we could not hand one over because there is nothing to hand over beyond what the law already prescribes.

Who else sees your information

  • Your receiving dealer. Your name and contact details, so they know whose firearm has landed. They need this; the transfer cannot happen without it.
  • Carriers. Name, address and phone on the label.
  • Our host and database. The site runs on Netlify and its records live in Supabase, both of which hold the data on our behalf under their own terms.
  • A payment processor, once one is connected. Name them here when the merchant account is approved, and say plainly that card details go to them and not to us.
  • Law enforcement, where a subpoena, a court order or the ATF's inspection authority requires it. We comply with what the law compels and not a word more.

We do not sell customer information, we do not rent it, and we do not trade it to anybody for anything. There is no mailing list you have been added to without asking.

How long we keep it

Order and message records are kept for number years, for accounting and for warranty claims. Firearms records are kept for the period federal law prescribes, which is longer and is not our choice.

Your choices

Write to privacy contact address and we will tell you what we hold on you, correct it if it is wrong, or delete it — except for anything we are legally required to retain, which we will identify rather than quietly keep. Residents of California, Colorado, Virginia and a growing list of other states have statutory rights here; whether they apply to a shop this size depends on thresholds. Check before promising more or less than the law requires.

Children

This site is not for anyone under 18, and we do not knowingly collect anything from a child. If you believe we have, tell us and it will be deleted.

Security, honestly stated

The site is served over HTTPS, staff access to order records requires a login, and the database refuses to hand anything to the public key beyond the products you can already see in the shop. No one can promise a system cannot be broken into. What we can promise is that the smallest amount of information sits here for the shortest time it usefully can.

Asking us about any of this

Use the contact page, or write to privacy contact address.
